“Guide for Cities on Retraining Local Workforce” is available in Ukrainian
The “Guide for Cities on Retraining the Local Workforce” prepared by Capgemini Invent, a consulting company, for the needs of the European Commission's Intelligent Cities Challenge initiative. The Ukrainian translation of the guide was prepared by EECU within the project “Integration of Sustainable Development in Ukraine in line with the European Green Deal”, funded by the European Union.
The post-war reconstruction of Ukrainian cities and restoration of their infrastructure will require significant efforts to train qualified personnel for the local economy. The war has caused significant losses in human resources, damaged a number of industries that were the main sources of state budget revenues (mining, metallurgy, heavy engineering, agriculture), and many professions are losing relevance due to changes in technology, while new industries (IT, green energy, biotechnology, etc.) are gaining momentum in the world. All of this will require fundamental changes in national education and vocational training.
That's why local authorities will play a key role in launching and managing upskilling and retraining processes (similar to what is currently happening in the EU), as they would be the best to:
- identify local needs and skills gaps;
- engage and coordinate local stakeholders and partnerships;
- develop and implement specialized programs;
- manage funding and resources;
- ensure social inclusion, etc.
Suggested “A Cities Guide to Reskilling the Local Workforce” enables Ukrainian cities to think in advance about their brand new role, which is soon to become a reality, and to prepare thoroughly for its implementation.
