ESCO workshop in Bila Cerkva
On November 21, a workshop related to use of energy-performance contracts aimed at implementing energy efficiency projects was held for the employees of the Bila Cerkva city council and its structural departments (energy service contracts). The meeting was attended by experts from Norway, Poland and Ukraine: legal advisers Rafal Cieslak, Michal Lizhevsky, technical consultant Mykola Gutnyk, financial consultant Tetyana Andrienko, Norwegian engineer Torfin Peatin Lysfjord, legal adviser Sergyy Silchenko and consultant from the Association "Energy Efficient Cities of Ukraine" Vitaliy Volkov. Foreign experts shared their experience in public-private partnership projects in the field of energy efficiency, and shown the examples of the Polish cities of Karchev, Plock, Kobylka, and also a number of Norwegian cities. The participants have learnt how the responsibilities, obligations, risks and benefits are being distinguished between parties. Also technical, financial and legal issues were raised by local experts as well as the features of Ukrainian realities. The event was attended by: Deputy Mayor Inna Novogrebelskaya, energy manager Vasyl Morskyy, deputies of the Bila Tserkva City Council Yuriy Petrik and Sergiy Nakonechnyy, representatives of city departments, budget institutions and municipal enterprises of the city, representatives of the public and journalists of local mass media.
The event was organized within the Assignment in the framework of the “Polish-Norwegian Aid for Improving Energy Efficiency in Ukraine” project, where the Association “Energy Efficient Cities of Ukraine” plays a role of the local partner and coordinate all activities. The purpose of the Assignment is to provide advisory assistance to the city of Bila Tserkva in implementing energy performance contracts for public buildings. It is assumed that the Polish law firm that won the tender, which was organized by the Association of Polish Cities, will carry out several tasks. These tasks are the energy audit of 4 selected public buildings, elaboration of the tender dosier for those buildings that will be used for tendering through the ProZorro public procurement system. In addition, the consultants will prepare a detailed road map for the implementation of the energy performance contracts, which will contain a detailed description of each stage of implementation, typical documents, a description of the interaction of stakeholders, etc.
