DREAM: how to work with the reconstruction control system
All state projects to restore facilities damaged or destroyed by russian warin Ukraine will be carried out through the DREAM system. The system is designed to prevent corruption and ensure transparency in the use of funds, thereby increasing the trust of international investors and donors. Thanks to special functionality, municipalities can submit projects themselves, show the stages of their implementation and results, and donors and the Ukrainian authorities can see what the funds are used for.
DREAM stands for Digital Restoration Ecosystem for Accountable Management. The development is funded by the UK government. The system will be transferred to the Ministry of Reconstruction of Ukraine.
DREAM collects, organizes and publishes open data at all stages of recovery projects in real time. Anyone, anywhere, can monitor project performance and use this information to reduce risks, create accurate reporting, and improve overall project effectiveness.
The principle of ‘everyone sees everything’ will allow to quickly and fully attract foreign funding for reconstruction projects. Hromadas will compete for investors' funds. Those that complete the procedures faster and present more attractive projects will be more successful.
"Thanks to DREAM, international organisations will be able to select projects for funding through a “project showcase”. With information on procurement and regular progress reports, investors will be able to track the progress of all funded projects," the Ministry of Reconstruction and Development said.
The legislation provides for several sources of financing for reconstruction: confiscated Russian funds (UAH 17 billion from Sberbank is already available), funds from the state budget (UAH 35.5 billion of NBU profits for 2022), funds from international partners (the United States promises to allocate UAH 56 billion), and donations from individuals from the United24 platform.
A pilot project of one of the DREAM components was launched in November 2022. The system was officially presented to the international community on 21-22 June 2023 in London at a conference on Ukraine's recovery.
DREAM will be like an umbrella system that will collect data from the following registers:
- Register of damaged and destroyed property
- Geographic information system
- Sectoral infrastructure reconstruction management system
- ‘Diia’
- Unified State Register of Legal Entities, Individual Entrepreneurs and Public Organisations
- Unified state electronic system in the field of construction
- Prozorro and
- spending.gov.ua
