What is SUN4Ukraine?
The Sustainable Urban Net Zero Network for Ukraine (SUN4Ukraine) is a four-year project launched in May 2024 to support Ukrainian cities in their quest for climate neutrality.
The project is funded under the EU Mission “100 Climate Neutral and Smart Cities by 2030”. The initiative contributes to the goal of making Europe the first climate-neutral continent by 2050.
Who can participate?
- SUN4Ukraine will select 10 Ukrainian flagship municipalities (they will receive extensive support in the development of Climate Neutrality Plans (CNPs), including setting goals, identifying gaps, mitigation measures, and engaging citizens. The flagship municipalities will also become partners with EUAM cities. This will be facilitated by the project).
- Other municipalities (will be supported through the Ukrainian Urban Climate Hub (UUCh), which will provide access to information, resources, and capacity building opportunities, including the exchange of experience with the flagship municipalities).
What are the conditions?
The basic threshold for initial participation is set for municipalities that have at least one city with a population of 50,000 people.
Cities interested in joining must fill out an Expression of Interest (EOI) form, which is available here until October 20, 2024. This questionnaire contains a questionnaire to assess the needs of Ukrainian cities in climate neutrality planning, it will not affect the selection process of flagship cities, but will help to understand the needs of cities and tailor the support that will be offered.
The selected flagship municipalities will be announced by the end of November 2024.

Main objectives of the project:
- to establish partnerships between Ukrainian cities and cities that are part of the EU Mission for Climate Neutral and Smart Cities;
- support Ukrainian cities in developing Climate Neutrality Plans and integrating them into strategic documents for recovery and development;
- SUN4Ukraine will provide assistance to Ukrainian cities through technical support and a dedicated capacity building program.
