A guide on procurement in the field of energy efficiency and backup energy sources in local self-government bodies

Corruption can be fought or prevented. The best way to do this is to ensure that those responsible for procurement in local governments are trained to prepare the right documentation to procure quality equipment, and to comply with legal requirements and procedures to prevent violations.
With the constant destruction of the energy infrastructure in communities, procurement of backup power sources and consideration of energy efficiency in various goods are becoming a regular feature. This requires clear technical requirements and determining the optimal timing.
The EECU team, together with experts from the NGO “Center for Public Monitoring and Research” and an energy efficiency expert, analyzed typical procurement procedures conducted by Ukrainian communities and, based on typical mistakes or good decisions, prepared a guide and an online training course on energy efficiency procurement.
On February 17, 2025, at 14:00, we will present the results of procurement monitoring, a guide to procurement, and a training course for local government representatives.

The event is primarily intended to interest energy managers and direct customers of public procurement - local governments and other institutions seeking to effectively organize the procurement of goods, works and services for energy efficiency and backup energy sources.
What does the guide contain?
- Information on successful energy efficiency procurement and violations identified during monitoring by the State Audit Service departments.
- Examples of procurement of generators, cogeneration units, biofuel boilers, solar power plants, as well as services for the modernization of heating networks, building insulation and energy services.
- Annexes: a sample regulation on the organization of procurement activities and a sample tender documentation with requirements for participants.
The Guide will be a useful tool for anyone involved in public procurement in the field of energy efficiency and seeking to make these processes as efficient and transparent as possible.
