Thermal modernisation in Novoyavorivsk community
The Novoyavorivsk City Council was one of the first to join the EECU Revolving Fund of Cities Programme at the end of 2021. During the use of the financial instrument, the community demonstrated one of the most successful results among EECU member communities, using the funds for the thermal modernisation of residential buildings.
Representatives of the Energy Efficiency Fund and EECU had the opportunity to see the results during a recent visit to the modernised objects in Novoyavorivsk.
Out of 102 old buildings in Novoyavorivsk community that are connected to the centralised heating system, 10 are fully thermally modernised, and 29 have installed Individual heating stations (IHS), which is one third of all buildings. Community managed to achieve these results due to a combination of several important factors:
- 100% of the community housing stock is managed by condominiums, which makes it possible to apply for grants from the Energy Efficiency Fund (EEF);
- the thermal modernisation measures have strong support from residents, the mayor and the deputy corps;
- the community actively applies for grants from the EEF's Energodim Programme, which allows financing 40% of the costs of thermal modernisation under one grant;
- the remaining 60% of the costs are covered by the community which uses a revolving financial loan from the EECU Revolving Fund of Cities (EECU RFC), this helps to accelerate the community thermal modernisation goals.
"It's hard to explain to people that they have to give money for something when they don't understand what it will be used for," says Halyna Dzhulai. - "Therefore, in this case, the use of the EECU Revolving Fund of Cities Programme works well for us, because the condominium borrows the necessary amount of money and starts thermal modernisation work without unnecessary expectations. When the time comes, the residents gradually begin to pay back the money, but they already live in a thermally modernised building and understand what they are paying for."
The deputy mayor also said that during the current heating season, residents of the buildings where IHS were installed have already managed to achieve savings of 25-30%.
Therefore, the community intends to install IHS in 29 more buildings in 2024 and complete the thermal modernisation of those already installed.
