The call for the 3rd stage of thermal modernization projects between the Ministry of Infrastructure and the European Investment Bank EIB began

On September 19, the Ministry of Infrastructure and the European Investment Bank (EIB) launched the 3rd stage of the selection of thermal modernization projects between the Ministry of Infrastructure and the EIB. Proposals for participation in the selection of projects should be submitted with supporting documents (which can be found below) by November 11 to the email UPBEE.proposal@mtu.gov.ua.

The final beneficiaries of the projects are local governments of small and medium-sized cities and territorial communities throughout Ukraine, except for the areas identified by the Ministry of Reintegration in the list of territorial communities located in the area of military (combat) operations or under temporary occupation, encirclement (blockade).

Funding will be provided under the Energy Efficiency of Public Buildings in Ukraine program and will be used for the thermal modernization of public buildings (hospitals, schools, kindergartens, sports facilities, cultural centers, local government buildings, etc.) In addition to projects, funding may be provided for construction works (including works to repair damage caused by the military aggression of the Russian Federation) in public buildings, including to ensure that they meet the needs of internally displaced persons and their host communities.

The selection of thermal modernization projects for participation in the Program will be carried out separately for two groups of Final Beneficiaries based on the readiness of the project and other technical documentation.

1. The first group will include the Final Beneficiaries who have ready-made design and other technical documentation for the thermal modernization projects submitted for selection. After the selection and assessment of the financial condition of potential Final Beneficiaries, such Final Beneficiaries enter into a loan agreement (loan agreement) with the Ministry of Finance of Ukraine, the Ministry of Community and Territorial Development of Ukraine and start implementing the thermal modernization projects.
2. The second group will include the Final Beneficiaries who do not have ready-made design and other technical documentation for thermal modernization projects. After the pre-selection, they will be required to prepare such documentation and submit it for the evaluation of the thermal modernization project. After the evaluation of the thermo-modernization project and the assessment of the financial condition of the potential Final Beneficiaries, such Final Beneficiaries shall enter into a loan agreement (loan agreement) with the Ministry of Finance of Ukraine, the Ministry of Community and Territorial Development of Ukraine and proceed with the implementation of thermo-modernization projects.
