Methodological recommendations for the development of local waste management plans

A clear four-level hierarchy of strategic planning is planned to be introduced under the new Law of Ukraine "On Waste Management":

• national
• regional
• local;
• plans of enterprises, institutions and organizations.

Local plans are the third of the four levels of planning envisaged by the waste management reform. They will replace the Sanitary Treatment Schemes that have been developed since Soviet times. Communities will develop local plans based on their needs and the waste situation in their settlements. And then they will report annually on the progress of their implementation, including the achievement of the set targets.

The methodological recommendations were prepared by the Ministry of Ecology and Natural Resources in accordance with the requirements of the framework law, the Procedure for the development, approval and approval of local waste management plans, and the provisions of Directive 2008/98/EC. The Guidelines were developed with the support of the Ukraine Cohesion and Regional Development Project, UCORD.
