Hybrid green funding for affordable housing. Catalogue of European good practice examples for Ukraine’s recovery
Post-war economic transformation of Ukraine will have to balance needs for rapid economic development along with green commitments; accordingly, it will be the lowest-income citizens (including war survivors, IDPs, and returnees) who may find themselves in the most vulnerable position if such transition does not take their needs into account.
SMARTER4EU is trying to change the perception of green housing as “housing for the rich” and demonstrate that with the right blend of public and private investments, quality green housing with verifiable performance can become accessible even to low-income groups, while staying attractive and low-risk to investors.

The publication will be useful for municipal and state government officials involved in the development of recovery strategies, investors, and stakeholders who advocate for the inclusion of the housing sector in the green recovery process in Ukraine.

The examples of good practice presented in the six chapters of this publication show that there are many ways good planning can create mutually-beneficial relationships between the public and private sectors, with benefits beyond the housing sector.
