EIB funds under the Ukraine Recovery Program will be distributed using DREAM
Under the financial agreement between Ukraine and the European Investment Bank “Ukraine Recovery Program III”, EUR 100 million will be raised to finance recovery and development projects in communities.
In particular, these include distributed generation facilities, municipal housing, water supply and sewerage, and healthcare. These funds will be allocated to communities in the form of a subvention from the state budget to local budgets.
The selection of projects and distribution of funds will be carried out exclusively using the state DREAM ecosystem.
Proposals for projects to be funded by the subvention may be submitted by local governments, local executive authorities/executive bodies of village, town, city councils of territorial communities.
The European Investment Bank has defined “security zones,” according to which projects will not be implemented in the temporarily occupied territories and territories where active hostilities are taking place. There are also restrictions on the territories conditionally classified as:
“Red Zone” - territories
“Orange zone” - territories within 25-70 km from the area of active hostilities and/or from the border with Russia (high risk)
Projects will be selected in the following areas:
- Distributed generation: construction of gas piston and gas turbine plants, including cogeneration plants, as well as block-modular boiler houses in communities with a population of no more than 100 thousand people;
- Municipal housing: construction, reconstruction, overhaul of housing in Dnipropetrovska, Kirovohradska and Cherkaska oblasts;
- Housing and utilities: construction, reconstruction and overhaul of water supply and sewage systems.
- Healthcare: construction, reconstruction and overhaul of healthcare facilities (perinatal centers, cluster hospitals)
Eligibility for participation:
- The facility must be fully owned by the municipality.
- Mandatory co-financing at the expense of the local budget, which is at least 23%.
- Availability of up-to-date design and estimate documentation (except for certain types of projects).
- The project implementation period is 18 months, for projects related to distributed generation facilities - until October 1, 2025.
- The community is obliged to ensure the further maintenance of the facility for at least 20 years from the date of completion of the project.
- It is important that the projects that will be selected comply with the State and local regional development strategies, take into account the interests of key stakeholders in the community, namely vulnerable groups, NGOs, medical, educational, social services, etc.
Proposals must be submitted by January 24, 2025.
It is important that:
- a community can receive funding for no more than two projects;
- no more than 40% of the program's funds are allocated to one funding area.
Reporting on the stages of project implementation will be carried out through the DREAM ecosystem by the 20th of each month.
