Cooperation with the green building project: 4 municipalities will become pilots in the development of the sector at the national and local levels in Ukraine

On 14 and 15 November, a Ukrainian delegation of representatives of the Executive Directorate of the Association of Energy Efficient Cities of Ukraine, the European-Ukrainian Energy Agency, Kovel, Vinnytsia, Rivne and Mykolaiv City Councils visited the Irish capital, Dublin, to participate in the Better Homes 2024 conference, which was held as part of the Smarter Finance for EU (SMARTER4EU) project.
The theme of the Better Homes 2024 conference was innovations and financing instruments for green housing construction. During the event, 4 Ukrainian municapalities signed memoranda of understanding with the SMARTER4EU project, expressing their readiness to become drivers of green building development in Ukraine.
The cities are ready to be one of the initiators of the development of the Ukrainian regulatory framework in the field of green building and green mortgages at the national level, taking as an example the existing experience of certain EU countries. Municapalities have also expressed their readiness to implement local pilot projects in this area, in particular, to create opportunities for providing housing for internally displaced persons based on green building and green mortgage instruments.
‘In Vinnytsia, we already have an understanding of how to develop housing policy, but there is a demand to deepen our competencies, knowledge, and study models of how it works in European countries. We very much hope that together with the project partners we will be able to develop pilot cases and attract additional funding to test new housing policy models for Ukraine,’ commented Yanna Chaikovska, Director of the Institute for Urban Development.
The Mykolaiv community is particularly interested in the possibility of integrating green building solutions into the planning of the reconstruction of war-damaged housing and post-war reconstruction, and the Rivne community is interested in the possibility of integrating green building solutions into the concept of climate neutrality of the city, which is being developed as part of the NetZeroCities initiative.
