By 13 November 2024, Ukrainian communities must develop their first Municipal Energy Plans (MEPs)
In accordance with the Resolution of the Ministry of Infrastructure "On Approval of the Methodology for Developing Municipal Energy Plans", the first municipal and regional energy plans for the period up to 2030 are to be developed by the end of this year.
Due to significant changes to Ukraine's energy efficiency legislation, last week in Truskavets, Lviv Oblast, a team of Covenant of Mayors East III experts held two consecutive trainings for small and medium-sized communities on how to create SECAPs.
The EECU representative shared her experience of supporting communities in the process of SECAP development, which is provided by the Association. Particular attention was paid to the issues of access to data, organisation of work in communities and the importance of sharing experience with other communities.
Key results of the trainings for communities:
- Considerable attention was paid to the issue of possible integration of the MEP and the SECAP.
- The specifics of the Methodology for developing MEPs and the importance of such planning for communities were discussed.
- Communities were able to receive information on the necessary steps to be taken to develop a SECAP (creation of a working group, development of the Baseline Emission Inventory (BEI) and energy efficiency measures, assessment of risks and vulnerabilities to climate change, energy poverty).
We will continue to work with the national level on integration of the MEP and the SECAP and with communities to improve their capacity to develop such documents.
