European initiative Covenant of Mayors - East
The Covenant of Mayors East (CoM East) is a project funded by the European Union that aims to bring together local, regional and national authorities in the Eastern Partnership countries in their efforts to develop regional policies based on sustainable energy principles, strengthen energy security and support the global movement to combat climate change.
The signatories that joined the Covenant of Mayors by October 2016 have committed themselves to:
Reduce CO2 emissions by at least 20% by 2020.
The signatories of the new Covenant of Mayors for Climate and Energy from the Eastern Partnership countries commit to:
Reduce CO2 emissions (and possibly other greenhouse gases) by at least 30% by 2030 through increased energy efficiency and greater use of renewable energy sources.
Increase the resilience of their territories by adapting to the effects of climate change.
Project objectives:
To assist the signatories in the process of developing and implementing the Sustainable Energy and Climate Action Plan.
Promote the pan-European Covenant of Mayors initiative in the Eastern Partnership countries and adapt the European Union's climate and energy goals and targets set by 2030 to local and regional conditions.
To raise awareness in the EaP countries about the new Covenant of Mayors for Climate and Energy.
Main activities of the project:
To develop the capacity of national and territorial coordinators, supporters and signatories of the Covenant of Mayors to increase theoretical and practical knowledge in the field of climate and energy.
To ensure the operation of support centres in the Eastern Partnership countries to provide administrative, information and technical assistance to the Covenant of Mayors signatories and other stakeholders.
Develop cooperation with financial institutions, international donor organisations and other initiatives to achieve the main objectives of the project and develop strategic directions for its completion in 2020.
Disseminate project results among national and territorial coordinators, supporters and signatories of the Covenant of Mayors.
To inform stakeholders about the new goals of the Covenant of Mayors, success stories, best practices, as well as activities and achievements of the Covenant of Mayors East project.
Promote the development of national strategies and align them with international initiatives and programmes of the European Union, and implement the Covenant of Mayors initiative in the Eastern Partnership countries.
The project provides support to:
Local authorities that are willing to join the new Covenant of Mayors initiative and are ready to commit to the development and implementation of Sustainable Energy and Climate Action Plans.
Covenant signatories that have already developed Sustainable Energy and Climate Action Plans.
National and territorial coordinators, as well as Covenant supporters who are directly involved in capacity building and cooperation activities.
The EU Covenant of Mayors East project was launched in September 2011. The first phase of the project (2011-2015) covered 11 countries in the Eastern Partnership and Central Asia regions. The second phase of the project (2016-2020) covers 6 countries of the Eastern Partnership region.
