EECU - Covenant of Mayors Support Structure
According to the agreement between the European Commission's Directorate-General for Energy and Transport, in 2009 the Association of Energy Efficient Cities of Ukraine (EECU) was recognised as the Supporting Structure for the Covenant of Mayors in Ukraine.
According to this agreement, EECU provides the following support:
- disseminates relevant information about the Covenant of Mayors among the signatory cities;
- advises communities on conducting awareness-raising events (in particular, Energy Days) aimed at promoting the ideas and objectives of the Covenant among the local population;
- provides communities with advisory assistance on the necessary preliminary preparation for participation in the Agreement (in particular, the development of a municipal energy policy, the creation of a municipal energy management system, etc.), which should guarantee the successful fulfilment of the city's obligations in the future;
- organises and conducts trainings on the implementation of the Covenant of Mayors, relevant study tours for authorised representatives of the signatory cities and national and territorial coordinators of the Covenant (the Ministry of Regional Development of Ukraine and oblast state administrations/oblast councils, respectively);
- informs the Covenant signatories and other participants about the possibilities of financing the implementation of the Covenant objectives (in particular, the Sustainable Energy and Climate Action Plans) through grant and loan programmes and provides assistance in writing project applications and providing administrative and technical support during the implementation of such projects;
- mediates between the Ukrainian Covenant signatories and the Covenant of Mayors Office;
- co-operates with the Covenant of Mayors Office in Brussels and the Covenant of Mayors East Office;
- to address current issues arising in the course of the Covenant implementation in Ukraine;
- cooperates with the national and territorial coordinators of the Covenant of Mayors.
