Project Objective: Provide decision makers and key stakeholders with sound policy analysis, technical and economic data to enable them to promote consistent and robust reform of electric public transport in Ukraine.
Project results:
Component 1. Vision and Roadmap for a Reform of public transport regulatory framework based on best EU practices.
1) Key policy makers and stakeholders in Ukraine have a clear and complete understanding of what policy gaps and barriers exist on the topic.
2) Policymakers have the Reform Vision and Roadmap at their disposal to make informed decisions.
3) The recommendations of the Roadmap and the report help to understand which international and national organizations can become partners in the development and implementation of certain components of the reform, including in the form of technical assistance projects.
Component 2. Analysis and modeling of the Energy dimension and Investment needs of the urban public transport sector.
1) Collected and published knowledge based on reliable data on energy consumption by electric public transport utilities in Ukraine, accessible to key policy makers and stakeholders in various sectors: transportation, post-war reconstruction of Ukraine, electricity, and climate. This will help them to formulate their position and contribute to informed decision-making aimed at supporting the modernization of electric public transport systems.
2) Well-founded and detailed recommended measures to improve the energy efficiency of Ukraine's electric public transport operators that are accessible and understandable to key stakeholders and policy makers. This influences their decision-making in a way that promotes the modernization of electric public transport systems.
3) The results of the economic assessment are available to policy makers, municipalities and their associations, and non-governmental organizations and serve as a reference point for the public transport industry.
4) The investment needs assessment is used by policy makers and key stakeholders for post-war recovery and investment planning at national, local and international levels, in particular in the field of electric transport and mobility, energy sector, urban development sector, climate change action plans and green economy development.
Component 3. Development and distribution of informational materials.
1) A positive, change-oriented media field is maintained and expanded that promotes the ideas, messages, and visions generated by or supporting the project.
2) Key policy makers have a better understanding and attitude towards the electric public transport sector as a result of these media materials.
