Ukrainian Noncommercial Energy Agency
The private organization Ukrainian Noncommercial Energy Agency (UNEA), a subsidiary of the Association of Energy Efficient Cities of Ukraine, was established in 2012. It has the status of a non-profit organization.

UNEA goal is to facilitate the energy transition of cities and territorial communities to environmentally balanced and climate-neutral functioning through relevant projects and programs, establishing successful cooperation between local governments, businesses, and financial institutions, and turning local residents into conscious and active participants in this process.
The Agency provides advisory and expert assistance on the following issues:
1. Development and spatial planning:
- development and implementation of Sustainable Energy and Climate Action Plans within the framework of the Covenant of Mayors;
- environmental impact assessment and strategic environmental assessment;
- energy efficiency and climate change mitigation.
2. Public buildings and institutions:
- creation and optimization of energy monitoring and energy management systems;
- conducting energy audits.
3. Energy supply and distribution:
- Transition to renewable energy sources (solar panels and collectors, heat pumps, wind turbines);
- use of household and industrial waste for energy production;
- production of biofuels from energy crops and agricultural waste.
4. Mobility:
- pedestrian zones;
- bicycle transportation;
- electric transport;
- transport on biofuels.
5. Building the internal capacity of local governments:
- training and education.
6. Communication and cooperation:
- establishing cooperation between government, business and financial institutions;
- attracting innovative experience (energy cooperation, etc.);
- organizing fairs, exhibitions, presentations and other public events.
