Certification programme · #MEMCU
European Energy Award
We turn communities’ energy intentions into recognised European governance standards.
What is the eea
Certification that combines assessment with support
Rather than a report on its current state, the community receives a structured route to European-level energy governance and a confirmed status that is recognised beyond Ukraine.
The eea covers virtually all areas of a community’s sustainable development, so it is broader than the current national energy management standards, including DSTU ISO 50001:2020.
2000+
municipalities in Europe use the eea for benchmarking and development
26
Ukrainian municipalities implement the eea
since 2018
EECU is the eea National Office in Ukraine
A cycle that keeps working after the project
The eea changes how a community makes decisions. Certification establishes a regular cycle, and it keeps working after project support ends.
Assessment
The community’s energy team, together with an eea adviser, assesses the current situation against criteria known in advance.
Planning
The community draws up an energy policy programme with specific measures and responsible persons.
Implementation
Measures are implemented with the support of an adviser and the experience of other communities in the EECU community.
Audit and award
An independent audit confirms the result, and the community receives the award. Then the cycle repeats.
Six areas of the methodology
Development and territorial planning
Energy and climate targets are built into strategies and urban planning documents.
Public facilities and buildings
Accounting, monitoring and modernisation of schools, hospitals and administrative buildings.
Supply and distribution
Heat, electricity, water and renewable sources.
Mobility
Public transport, cycling infrastructure and pedestrian space.
Internal organisation
Energy team, budget and procedures within the local self-government body.
Communication and cooperation
Working with residents, businesses and neighbouring communities.
What the programme rests on
Expertise
Proven European methodologies and data; every recommendation is substantiated.
Partnership
We support rather than control, and work alongside you at every stage.
Transparency
The criteria are known in advance, and the results are open.
Community
One community’s experience becomes a resource for the rest.
Sustainability
We assess decisions by their long-term impact.
Swiss support
In Ukraine, the eea is being implemented under the #MEMCU project “Municipal Energy Management Certification in Ukraine” with the support of Switzerland
The methodology was developed in Europe, and Switzerland has one of the longest track records in applying it. The development of the eea in Ukraine is coordinated by the Ministry for Recovery, Infrastructure and Transport of Ukraine. Project consortium: GFA Consulting Group, Brandes Energie, econcept.
