We are a voluntary NGO, created to facilitate the promotion of energy efficient principles among member municipalities. Our focus is upon transforming local economies into sustainable communities with an emphasis on information, exchange of useful ideas and experience, new technologies and managerial know-how in resource allocation.

We build relationships with key stakeholders on a local level to help communities achieve energy security, preserve the environment, improve local quality of life and continue along the path of true sustainable development. The inception of the idea to form an association took place within the Monitoring of Energy Performance of Public Buildings in Ukraine project (2004-2006). The project was financed by the European Comission within the framework of the Partnership Programme for Institutional Developement (Tacis, IBPP). Our awareness raising campaigns, informational support, seminars, workshops, consulting sessions and projects are meant to help with the following: - improve the efficiency of energy consumption and lower energy bills;
- improve the quality of energy services whether extended or received and provide a forecast for energy demand;
- increase the amount of investment within the scope of municipal energy efficiency projects and related infrastructure, and pioneer new financing methods;
- develop more effective institutional frameworks within local communities and implement efficient approaches to managing energy consumption, supply and production;
- broaden relevant communication and meet new partners in which to share experience and ideas;
- partake in national policy making pertaining to the implementation of European initiatives for energy security, sustainable development and environmental protection.

We are confident that: - because a major part of a country’s energy is consumed within the urban landscape, local authorities have all it takes to become more active in assuring sustainable development of their respective countries;
- improving energy efficiency along with the use of renewable energy sources is the only way to mitigate climate change and to help insure that there is adequate urban energy supply to meet the demand;
- joint, coordinated efforts in improving resource allocation will allow local communities to advance forward in a more confident, more effective manner.
